How do you locate a real estate broker who works with investors and bank owned properties?

Will be investing in my first property soon. In order to reduce unforeseen repair costs, do you recommend the investor perform cosmetic and light repairs on the property.? I realize the clock is ticking on the investment. I don't intend to wholesale my first house.  I will be working at this on a full time basis and have experience painting and plastering rental properties  I also realize I must develop a team including sub contractors.

thanks for the advice  I just discovered the best way is to perform the arv by determining the market value through the average square footage of recent sales comparables.  Peter

In order to arrive at the After repair value what tools can one use other than MLS?
