I believe the issue, at least in the article, is that you cannot evict a tenant in a rent controlled area because you want out of the "rental business" and then turnaround and lust it on Airbnb. If you want to buy a property and list in in Airbnb I think you're safe, so long as you don't evict any tenants in order to do so
