Thanks for responding, I signed an agreement with the General Contractor who would provide the Engineer drawings from an Engineer they deal with. The GC estimated repairs at 30K and once the drawings were received they submitted a written proposal for 80K which I denied.  They now want the remaining 50% payment, My concern is once I pay the GC in full, plus the fact I denied their proposal I will receive no assistance should the City Building Dept require changes.

I did not seek Engineer drawings directly from the Engineer because I assumed I would be dealing directly with the GC and they would handle any changes in the drawings.

Thanks in advance for any feedback you can provide.

Paul I have been a building inspector for over 20 years.  Here is my take.  If the city requires changes and the structural engineer did not provide complete or accurate drawings how is that your fault and you should not have to pay for that.  I will qualify this if it is something outside the control or typical of the engineer then that would need to be discussed.  

If I understand this correctly you are accepting the drawings but will find a different contractor to do the work.  Do you have a contract with the engineer?  This should be spelled so all parties are aware.
