@Dylan DeBellis from the way I understood it, they have specific auctions that go just for those. However, I am not currently in the area and can't tell you for sure. I will be in town next week/the week after and will begin poking and prodding my city representative and see if I can get an answer out of them.

In the Savannah area they often auction them off. Those houses have often been in a family for decades and the last family member in the area that lived there dies and taxes go unpaid for years. They will typically auction these for pennies down at the court house steps. 

I haven't made it there yet, but I plan to go see one of the auctions here soon.
