Plexiglass is an inexpensive solution.  A 1/4" thick piece of plexiglass, cut to the size of the window opening and then secured in place with an adhesive like Liquid Nails would allow your tenant to still have light and visibility - while providing protection from the elements. A local hardware store or glass company would be able to do a custom cut for you.
