I'd also recommend getting a licensed electrician on board for this.  The panel has obviously been worked on by someone who wasn't a professional, so there may be other issues present that are only obvious to an electrician.

I would highly recommend replacing Federal Pacific panel.  They are a proven fire hazards and if I owned a house with one, I'd replace it immediately.

As for the other 2 panels that are too low, you'll need to find out the local electrical regulations on that. In general you don't have to move old electrical work unless you mess with it.

It wound up being about 18 months, but we had our buyer lined up for most of that time, which made the bank more cooperative.

Hey Nathan, this is a bit late but I saw you wanted sub2 experiences. I've done one for a flip, it was with a smaller local bank. They weren't entirely happy about it, but they put up with it because the check came in every month and it wasn't long term... It was longer term than originally expected, but that was simply handled by keeping the bank manager in the loop.

Good luck Ushi. Most people aren't willing to cold call, it'll definitely help set you apart. A story you may find interesting - I was just talking to a prospect (knocked on her door and introduced myself), and she said she'd gotten tons of letters from people. She'd apparently ignored all of them except for one gal who was really persistent and just kept sending letters. I got a hold of her first try because I was willing to talk to her in person...
