Thank you all! I am going to get a second opinion from another HVAC repair service.

Hi, I'm new to this site, but I received a tenant call yesterday stating that they had no heat? I called for a weekend service call, extra charge of course? Tech left after slightly cleaning the ignitor and mentioned the furnace door was not totally closed? - tenant messing with it? Fast forward to Sunday- tenant calls again, no heat? I call tech back out and after 45 minutes of testing we found out the tenant moved garbage cans to the side of house and blocked the PVC exhaust pipes, which could have caused a carbon dioxide build up! Do I have the right to make him pay the service call?
