I have converted my garage and spare room into a one bed room and 1 bath apartment with its one kitchen and Livingroom.

I did not get permits for any of the work.

Any ideas on how one would get permits for that?

And is it worth it?

I need you help ! 

I own a single family in a very desirable area. I converted the home to a multi family home. The main house is a remodled 3/2 with a pool. Garage was converted to a spacious in law quarters (not permitted) 1/1 private entrance apartment with a kitchen. 

I need to move for work purposes. I would like to rent the main house to one family and the in laws quarters to a single person. This will be my first investment property. 

Concerns:

utilities, how do I charge the two tenants their water and electric? Do I get separate meters put in? Or should I work a deal out with the tenants to cover utilities?

No permits for efficiency? Should I get the apartment permitted?

First time I post a question, looking forward in everyone's feedback.
