As it stands right now evictions are beginning August 25th for federally backed mortgages, this week for all others.

@Anthony H. keep in mind the Mayor is not going along with the Governor on the opening phases. The state is moving into stage 2 on Friday but New Orleans is sticking to stage 1 for the time being. There is no way to determine what may be going on in October, but Cantrell has already canceled all festivals through the end of the year. If the numbers hold on a downward trend she will probably allow conferences by then however the current protests may kick the infection rate back into an upward trend and blow the rest of the year for even the smallest gatherings.

203k is a specialized loan that few loan officers are good at. Rehabbing in New Orleans can be a bit more challenging than you might expect. You are definitely going to need to get with a local lender to do 203k here. New Orleans is unlike any place else and you are going to need to work with someone that has the right connections to pull off a 203k without landing yourself in a mental institution. Have you spent a lot of time here? Do you have family or close friends here? You REALLY need to stick close to folks that can help you navigate this city. Too many landmines out there if you don't know what to watch out for. Have you hooked up with a Realtor yet?

Louisiana Legal Info

The use of ratio utility billing system (RUBS) and submetering is not prohibited when billing residents for electricity, natural gas and trash. The practice is not allowed for billing of water and sewer unless the provider is a municipality.

The issue with water billing is with the Louisiana Public Service Commission that has ruled the practice is prohibited.

@Darnell J. One thing you need to be aware of on the tax sales from Civic Source...they tell you that the title is insured but the problem that people run into is that the title cannot be insured for a higher amount when you improve the property.  The little company they are using to insure the titles is the ONLY company that will touch them, the big dogs still will not. That's because the City Of New Orleans screwed up pretty much every tax sale they have ever done by not properly notifying the owners.
