When trying to figure out the maximum square footage allowed, do I multiply the FAR by the lot size after having subtracted the required yard setbacks?

What is the hight limit on Single-Family Dwellings in Venice, CA? I have read different requirements in different City PDFs. Last I read that Venice Coastal Development Projects shall not exceed a maximum height of 30 feet. Can anyone confirm this?

I am looking to put up a 28 unit apartment building in Hollywood, Los Angeles. The lot size is 11,249 SF. It has to have subterranean parking. How much will it cost me with all costs included (engineering, permits, materials, labor,...) to complete this project, excluding the cost of land?
