I looking to hold and rent it,

I think the plan of action is to get a lease to own, with a down payment. Get the owner to cover 200 of mortgage take my spread from that.

My next door neighbors have been renting for a few years, 2 weeks ago they moved out complaining about the roof leaking.
A week later a van shows up with a "For Sale/For Rent," (One side for sale other for Rent).

A day past by and I finally see the owner of the van carrying tools into the house, so I investigate.
I find a house with smell of dog piss, blow up mattress and old man.
From out of town, Repairing what his tenants left him

That was last week, today the sign is gone, Not sold Not renting.
The man said he is letting it go,

He owes $81000 with a monthly payment of 900 a month for 30yrs, has owned it for 5 yrs.

What strategy should be use to help him?

I have not built a Buyers list, Yet I was thinking of the Same issue.

I decided the most effective cheapest and Custom way is to Hire a Database programmer.

Basically Outsource it.

I been reading the two of the biggest mistakes of Newbies... Is Knowledge and Knowing The Market.

To increase my Knowledge I want how to Properly Analyze My Market.

How much Should I Analyze the Market and When is it Overload of information.

What data do you have in your Spreadsheets: Prices, Repairs, Rent etc.

How do you sort your markets.
