I agree with Andre.  Prep is the most time consuming part of painting and wallpaper is the big question mark.  I recently did a paint job in which one room of wallpaper came off in about an hour. The second room took one guy almost two days to remove. The paper was pretty much fuzed to the drywall.  We ended up going back to the paper layer of the drywall and pulling all the taped seams and corners. We had to re-tape and skim all the walls. It was a huge job. Repainting only took a few hours.

Most multi family units should have individual SO valves,. If not, a plumber should be able to install them for a minimal price.

If the property is vacant, why not shut off the main water supply? Problem solved.
