Thanks @ryanzalaskus and @jenniferdonley all helpful! Still pondering, Baltimore is an easy buy-in market so it is possible i just have too much competition and need to find other incentives. I have tried offering housekeeping, gift cards and moving assistance...i will keep at it...

Anyway, there are a lot of vacants turning over  on the block that may be a factor in finding great tenants... we shall see

Interesting... I am considering using a smaller refundable deposit to give them incentive and just keep more cash aside for turnover.

Tenants on Section 8 clearly have limited income. Are Baltimore, MD Landlords waiving security deposits or doing some other alternate arrangement to get tenants in?  I notice with the large inventory of great properties and great rent potential in Baltimore, tenants seem to have great options. 1 month rent security deposits always are a challenge and tenants keep indicating that other rentals do not require it. What are landlords doing??
