I actually own a company that does wood window specific work. Ordinary painters and good ones that at work on wood windows are of an entirely different standard. The fact that your painter brought it to your attention instead of painting over missing glazing means that he competent and was a good choice. At an additional $45/window for spot glazing, that’s beyond a fair price. I expected more than that.

Hey Ceasar, 

As someone who owns a wood window manufacturer, your pricing is going to be 3-4x higher than the cheap drop in or hang flange vinyl windows; however, prices will be comparable to Marvin true divided light windows. The price difference is due to a significant difference in quality.The reproduction wood windows we build are meant to last 100+ years, not 10-15 years. 

A typical 6 over 1 colonial style sash set runs in the $550-650 range plus install, which is an entirely different skill set than drop in vinyls. Restoration can be completed on many sash, but that extends the timeline and sometimes price, as well.

When looking at Central OKC multi-families, ensure historic preservation district vs non-historic preservation district. The former will have a significantly higher CapEx and repairs but also higher rents.

8. ....All remaining wood windows need to be scraped, re-glazed, primed and painted. The torn and missing window screens should be replaced.

I own a company that restores and rebuilds wood windows so here is a ballpark on the costs associated with it. 

I would suggest a company that removes the windows to restore them at a facility off-site, unless this will be a completed gutted site or you are not on a strict timeline due to lead safety and RRP compliance. Also, check to see if they're a certified lead renovator. A good resource to look for local contractors will be to reach out to the Window Preservation Alliance. 

This will run anywhere from $600-1000/window based on the type plus install and removal, $150-300/window. Depending on the scope of work, there may be on-site options to restore in place. I would vet anyone doing the work because the windows make up such a large part of the exterior of a home and poor/cheap/unqualified work will make a major impact on the house.

Don't remove the wood windows if they're original. Have them reglazed, painted, and install a quality storm window. It will be of similar energy efficiency and the future homeowners will thank you when their new vinyl windows won't need replaced every 15 years for the rest of the house's life.

I know that in Oklahoma this huge to do it. There is the 20% federal tax credit, then an additional 20% that the state matches and, I believe, the tax credits are transferable. 

If you look at purchasing the property, and need preliminary figures on the restoration or reproduction of the wood windows, that’s what I my company specializes in.

I will definitely look more into the utilities side of it though. The electrical is separately metered.

The issue behind financing it as a single family and renting it as it has been is that due to their policies it may not be approved after the appraisal. I'm not sure if that's a change in policy or regulation since the seller purchased 5 years ago, but he ran into no issues with it.
