One more point of reference:  According to my quick review/research:  It is definitely NOT a good idea to tell the person-in-question that you are going to evict them or deny them because of that reason.  Perhaps, which has already been mentioned, you can deny the renewal based on false-information on the application.  Even with that, just be careful with "words" so as so not suggest you do-not want the person-in-question there because of the issue/question raised.   I would think that most (if not all) accused may already know their rights ----although some may not press the issue if asked to move/relocate.

Hey Matt and BP Members,

Like all of you, this is a very interesting and intriguing question(s).  Matt, I am not a legal-expert on this issue, but I did a little digging after reading your question.  My initial concern is about your legal rights as a LandLord.  In essence, the question in my mind is: Would there or could there be any backlash or legal-concerns for you-as a Landlord?

There is a great deal of information and issues to consider.  While everyone, including me, would be concerned because we either know children or some who have children, would want to "Immediately Deny or Evict" in this situation, as a LandLord, based on my "quick review/research" the LandLord while in good-conscious may want to do just that---he/she has to be very careful and strategic in his/her approach so as to avoid any legal backlash (I really hate to say/write it---but being sued).  Just read about it on a few legal forums of Attorneys.

So, with that said, I would still Buy the Unit.  I would make sure the person-in-question has registered, by law, and is not in the vicinity of local-schools, as required by your state/federal laws, or around children, if that is a condition of his/her Parole.  After reading legal comments, it still was unclear because the posts implies that the laws are not fully-clear on this very issue-- because the tenant, despite his status, and the LandLord which has rights-concerns-responsibilities----both have obligations and protections under-the-law.  

Another Point of Ref: You may be able (not 100% sure) to speak to the persons-in-question Parole Officer or certainly a PO other than the person-in-question  to find out more about the Law to Protect Yourself and Of course, children.   Finally, I believe people can be reformed, but who knows the mind of a Sex-Offender if "he" should decide to repeat the act again----No-One (until)----Well, we will keep you in our Prayers and Trust for the Best Outcome for You and All-of-Your-Good-intentions:

Hello Nancy,

You can Invest in almost any state; however, if you prefer to start and/or only Invest in Tulsa County, than here is link that could also help you.    I have not sorted through the list, but there may be some deals there of interest to you.  These are County Owned properties:  http://www.treasurer.tulsacounty.org/trcommsale/

You can however, Invest in any state.   Just a point of reference in you do Tax Deeds.

Tax Foreclosure Sales gives you ownership of Properties. 
Tax Lien Certificates are subject to the redemption periods.
Tax Deed Sales: Some give you immediate ownership, some like GA however, although a Really Good Tax Deed State, the owners still have 1 Year & 45 days to redeem than you become the owner.  I think New Mexico is similar to GA with respect to the ownership and redemption periods.

As already mentioned, just be sure to research thoroughly and/or team-up with someone who you can work with on a few deals or so---It's good to have likeminded people to help you attain your goals----just a thought----Hope this Helps You.

Also, not sure if you're interested, but Mississippi also offers
Tax Deeds.  If I recall correctly, you have to contact the SOS
for them as they are not advertised. I think you can also get
the entire registry of Available Tax Liens/Deeds Mailed to you as well. 

I paid $100.00 for it years ago.    Go Here Also For Available Properties,
but be sure to do your due diligence before buying: I think you may like

The application process is easy:  You just submit it, and they will write
you back with the actual cost, then if interested, you can accept/not.
Thousands of Deals---Just Be Sure to Investigate/Perform Your Reseach
on each property of interest (due diligence is key).

The best approach is to contact (google) a/few title insurance companies and ask them how long do you have to hold the property before they will offer you title insurance - most usually say about (1) year, but please check with each title insurance company--as some will not but some will after a certain time-period (e.g. 1 year, etc.).

You can market the property "subject to the tax deed that you hold"---just state that in your sales & marketing materials and/or with a realtor/broker if you are working with one.

Also, you may want to seek-out other Tax Sale Buyers/Investors who may be interested in it as-is.

Basically, every response noted is absolutely correct.    Here is one state; however, that is an exception to that general rule:  PA-Pennsylvania.

PA has (3) Types of Tax Sales:  
a. Upset Tax Sales
b. Private Tax Sales
