Thank you all for the useful info. I've recently purchased a Condominium $290k for zero down payment.

Here's the deal:
Price:$290k
Developer discount:15%, actual selling price =$247k
Sales & Purchase agreement stated selling price:$290k
Mortage loan:90% of $290k(as stated in the S&P agreement)

hence, i purchased the condo at $247K and managed to get a mortgage loan of 90% of $290k=$247k

In other words, full loan is obtained.
