If you are going to be moving away I would consider using a property manager. They would take care of routine maintenance & collecting rent as well as helping you screen potential tenants.

I agree with Jeffrey & Kelly, since the applicant didn't sign a lease yet refund the money and move on to the better tenant. If you move forward with the shaky finances couple you will most likely end up getting burned when you have to pay to evict them.
