Hi thank you so much for responding. So I ended up calling the la county assessor from the link you provided. So they told me that if the property is transferred from parent to child then it won't be reassessed as long as the form " claim for reassessment exclusion for transfer between parent and child" is submitted and they said the child doesn't necessarily have to live in the property but if they do then to fill out the home owners property tax exemption form. I even read to him the sentence that says "Under Proposition 19, a child or children may keep the lower property tax base of the parent(s) ONLY if the property is the principal residence of the parent(s) and the child or children make it their principal residence within one year." And he still said that all we had to do was fill out that form. I'm not sure whether to believe him even though he works at the assessors office.
