What is the best way to figure out rents in my area?

Everyone talks about how they want to buy in a B neighborhood or better but how do you identify what class a neighborhood is?

I am currently looking at a foreclosed home that has a lot of required repairs from the city before it can be occupied (I am told by the selling agent). Where would I be able to find the list of needed repairs on this property? 

This may sound dumb, but if I'm still just looking at properties and not thinking about buying any, should I still get a real estate agent? Thanks!
