Im having an issue. A lot of properties in my area are owner by my county. The title of the properties are called "lucas county land reutilization corporate. " Is there anyway to actually wholesale that or thats pretty much off limits?

Im having trouble. Im talking to an owner and their property has fire damage. How would i promote that? Do people actually look for properties that have fire damage especially during this time with the covid19 issue. Should i go maybe listing agents around my area? What would be the best move to potentially wholesale it.
