I am trying to rent out a house and was wondering if any other landlords make the tenant pay for water and sewer bill or should I the land lord pay that?

Hi I am renting a room out on a home and was wondering how or where can I perform a background check and credit score on this person.

I just looked got information on a website at sherriffs office while i am at jury duty. I live in St Louis and went to website and saw properties listed with the name of owner , address , and taxes owed. Can i purchase or bid on a house on the date of auction if a house is listed at $ 1, 541.00, would that be all i pay if no one bidded on property? And could i get a list of buyers and wholesale these properties to them. The site said have money order by 2pm the day of auction. Just wanted to see if anyone on here did this before?

I am looking to buy a single family or multi family for first investment. How do I determine what the cost of the expenses are   if I have to do repairs or work in general on it? Or what is the main part of house that you look to work on to add value?

Thanks Curtis for responding. To be honest I have not thought of the exit strategy yet. Im glad you brought that up. I will look more into that piece. I was planning to live in one for 2 years and hopefully build up equity and purchase another one. I do not really know how to analyze yet either. I know to find out the value of other properties with a agent but do not know how to find out repair estimates.
