Per the Philadelphia Sheriff's Office website:

"The right of Redemption is only applicable if the property scheduled for Tax Sale is determined to be owner occupied 90 days prior to the sale. If the property is unoccupied or abandoned, there is no Right of Redemption."

However, you may still have trouble getting title insurance.  I'd recommend calling around to a few title companies to get their opinion.

Hi Aman,

I do not invest in Darby, but I do have a two properties in nearby towns in Delaware County.

Darby is a low income area and you will be dealing with low income tenants.  Unless you're experienced with these kinds of rentals, it might be a good idea to consider some other nearby towns.  Try checking out Aldan, Clifton Heights, Drexel Hill, or Folcroft.

Hi @Andrew Scott

I have not rented to any Section 8 tenants yet in my investing career.

But I did find that calling up the county's housing authority was very helpful.  They can tell you all about the process and answer any questions you might have.  You should also try talking to property managers that specialize in affordable housing, they should be able to help as well and give you a different perspective than the housing authority.

Hi Benny,

I believe the reason you can't get title insurance for 12 months on a tax sale property is because the seller may have right of redemption and be able to buy the property back within 12 months if they are able.

I believe this is only true for tax sales and not mortgage foreclosures.  However, you should call the Sheriff office and your title company to confirm how this will work for a mortgage foreclosure.
