Hey Robin,

Welcome to the BP community! 

I'd recommend growing a portfolio of fewer properties in more established neighborhoods with good schools and lower crime. You will receive less Cash Flow on paper then in a C class neighborhood, however, your portfolio will have fewer issues in the long run (vacancies, theft, etc) This will align well with your goals of being a passive Real Estate Investor.
