Regulations here are totally different than other places, this is a fledgling market really with westerners only being able to buy here over the past 10 years so the regulations are still "work in progress" but work well.

Im a UK National and have worked in the US for some time before moving to Dubai, this is how i found BP.

To be honest the RE market in Dubai is very similar to the US in its methods - working hard to get listings, working hard to get listings priced right and then working hard to get offers accepted. If your marketing is right leads are a plenty here as such a busy place.

What i found in the US when working there was most of my buyers were from out of country which is the same for 99% of buyers here.

It really does depend on your business model. The deal looks like it stacks up but that depends on what your goal is. Are you in this to flip it after a year or is this part of a growing portfolio with a 10 year exit plan? 

I would say this stacks up as a deal if your holding for a medium to long term with a view to benefit from capital appreciation in the area (if we manage to get much) and also build up a return based on the rental amount.

What are they selling for in the area with no work required?
