If all things are about equal, choose the property that suits your lifestyle.  It appears to be the vacation property, which might save you a few thousand a year, as you would use it for free.  Also, the maximum amount of time you can stay at your vacation home is 14 days/10% of the amount of times it's rented (whichever is greater).  And don't forget to write off those management fees!

Buy a mailing list of prospective real estate investors in your area and do a mass mailing.  It's a numbers game, so the more you send out, the better your hit rate.

LLC. Making a corporation takes too much money and too much paperwork, and most of the benefits of incorporating can be had through the LLC vehicle.

Price?  Rent rolls?  Historical vacancies?  Photos?  Age?  Condition?  Size?  Acreage?  Why not just link the listing?

Yes, the resident is responsible for those utilities, not you.  Whenever a utility company starts an account, they check the credit of the resident who is applying for service and bills him/her - and that resident could be a tenant or an owner.  I'm hoping you didn't apply for service until today.

Also, check your closing statements.  If DeKalb County didn't put a lien on the property for this bill, it's definitely something the title company should have picked up on and it is liable.  You may have to get an attorney involved if it gets to that point, but it may be worth it.

Take your sales contract to DeKalb County to prove you bought the house after the unpaid water bill was incurred.  They should be charging the person whose name was on the bill that incurred these charges.

Have the seller draft and sign a nice letter stating her request, along with a sidenote stating that she will contact the state bar association if this matter, which she has been attempting to resolve for months, is not addressed in the next week.  And have her send it send it via certified mail.  That should get his attention.
