If you are going to be held responsible for the bill, I would first try to get on a payment plan with the company to pay off that balance. I would imagine that once you set up a payment plan with them, they will turn on the water for the plumbers to do what they need to do.

Not sure on the regulations on this but Id also see taking the tenant to court for the balance due on the water bill.

It depends on the purchase price of a property. FHA's allow a minimal 3.5% downpayment plus any closing cost or points charged. You might also want to check that your DTI ratio, employment history, and credit score meet the requirements of an FHA loan.

As some have said and more would probably recommend. I really wouldn't touch a 401k early. The fee/ penalties that come with it, make it not worth it. In my opinion.
