Does anyone have experience appealing an HCV rent determination from HACC (Housing Authority of Cook County)?

The "Rent Standard" that HACC publishes for my house based on zip code and number of bedrooms is $2,630 but their initial rent offer is only about 80% of that amount. As far as I know, this offer was based solely on recent local rental comps (hard to come by in this area), and HACC hasn't visited the property in person for inspections to consider the quality of the living space (recent remodel).

Information on how HACC's rental determination process works is non-existent on their website as far as I can tell, so it's difficult to know how I can craft an effective appeal (my mgmt co is handling direct comms with HACC). If anyone has had success appealing for higher HCV rent with HACC I would love to hear about your experience.
