Some ideas for you! Some might be a bit of a time investment but all could be very cheap!

1. Install a runner up the stairs

2. Replace the railing

3. Update outlet covers

4. Paint (like you said)

5. Do a pallet wall (super easy to find pallets for free or for very little money.

6. Change lighting

7. Do a built in locker or cubby system

8. If you don’t want to change the floors try and do everything else to compliment the floors well so it looks intentional.

9. Put in new trim/molding

10. Blackboard paint is cool!
