Sing, I would second what Daniel wrote As a new landlord, you need to be very clear on the messages you are sending to your tenants and the habits you are teaching them. Be clear, be firm, be fair.  Verify with your local REIA the proper documents and legal steps and do not delay in issuing the documents as needed.  I would be happy to suggest a very experienced investor in that area that should have some good referrals for you. Sean, In our experience the best practice some of our clients use is to purchase portable fans and leave them in the unit until the issue is resolved.  You have more history and experience with the tenant if you feel you need or want to do more but this has been a successful option.

In my experience the water billing is impacted based on property type, age of the building and local municipality codes.  There continues to be trends promoting conserving water and multifamily retrofitting in the Chicago area.  You may want to check in your local area to verify rebates for implementing solutions for your buildings.  We have packages available with free shower heads and sink aerators.
