Ok, how about this scenario, the property will be bought by his US based LLC. 2 owners of the LLC, first owner is Canadian and the second one is a US resident. Do they still have to withhold on rent collection?

I am working with Canadians looking to invest in the Upstate NY area. I am curious if anyone know of a Withholding Tax in the US for non-resident? Would this be a state by state regulation or a Federal regulation? Thank you
