Post: Carport caught fire after city rezoned to commercial

The city rezoned our single family residential house about 1 1/2 years ago to commercial. We just had a small fire that caused approximately $2000 damage. They said the code reads that we can not do any improvements to the home and that we can not fix the the damage. Can someone give me advice on how to handle this situation? We would like to fix the damage and keep our tenants.

I I am looking a general contractor to remodel my basement adding a kitchen, washer and Dryer hook ups and add a walk out door so I can rent out my basement. Any recommendations would be great.
