Any thoughts on rehab, & retain, on the rehab end make it ADA compliant. In order to hedge odds of tenant instability. Any advice would be greatly appreciated.

Consider shopping the deal to mid-range general contractors. They have the ability to keep the costs low and the man power to get it down quickly. The numbers you came up with originally maybe close to the same as his.
