Kim, thank you for your reply, is that common, a 100$ fee for the first 'any maintenance.' If that is the norm then I guess that's what it is. This is my first time dealing with a property manager and real estate office, so I'm just making sure these things are standard procedure.

Is it common practice for a property manager to charge new tenant 100$ fee if a major appliance needs replacement during my lease? The appliances are not new, probably about 7 to 10 yrs old in my rental.

Is it normal for a property manager to charge 25.00$ a month if I drop my rent check to his office instead of agreeing to direct debit from my checking? 

It's a single family dwelling. Thanks for the idea of just calling the water company to ensure I'm paying only what is due. I will try that.

Yes, I agreed to pay the water and sewer, I'm just not comfortable with not seeing the actual bill , just a bill from the property manager on his stationary, then I send him a check made out to his company.  

I'm renting a townhouse in New Jersey through a property manager that has already charged me a,"one time condo fee of 100$."  Now he's sending me a bill he typed up for hundreds of dollars saying it's the water and sewer bill. They are in the owners name and I agreed to pay them. It's just I want to see the actual bill from the utility company, to avoid anymore,"fees" from him.  He also charged  50$ to run my credit. I don't even know if the owner knows I'm paying this untility.
