Has anyone used the vacant to value program in Baltimore to buy properties? Does the application process take long?  I would like to use the program to rehab a property for rent.  On average how much does it cost to rehab these vacant properties?  I've been looking for vacant properties around the college areas - Coppin, Morgan and Hopkins.  Any insight will be greatly appreciated.

I am new to investing (Actually I'm still doing my research before I purchase my first property), and I'm having a hard time trying to determine the best area to purchase rental property in Baltimore.  I currently live in Owings Mills.  Can someone suggest some good areas to purchase.  It seems like crime and drugs are prevalent in Baltimore and I just don't want to purchase a property in an area that will be hard to rent out.

Hello!! This is my very first post on BiggerPockets! I want to start buying investment property to build sustainable wealth. I live in Baltimore and I'm wondering what areas in Baltimore city are best for a buy and hold situation. I thought about buying a property to rehab and rent near a college/ university such as Johns Hopkins, Coppin, etc. One of my concerns is that these universities are not in the best area/ neighborhoods. If anyone can share some advice on buying my first rehab-rental property in Baltimore, I would greatly appreciate it. Thank you! Kellee
