I'm looking at sfh and multiple family units. Why don't cap rates matter?

I am just getting into REI so this may be a very basic question for most of you but I've been struggling to figure out what is more important cap rate or ROI. And is the ROI denominator (investment basis) only the amount of money you have put into the property and not the property value? I know the equations: ROI = Cash flow/ Investment basis CAP Rate = NOI/Property Price

Hi Everyone, just joined BP and am enjoying all the informative content. I'm new to REI. I've rented out my condo for the past few years and want to get into more multi-unit buildings. I'm a hard worker and am very excited about learning all I can about all aspects of REI. Looking to make contacts in the Chicago area to learn from and partner with.
