I was emailed back by this man also, he is asking $250 for upfront fee. He wants the money wired moneygram to his accountant in Milwaukee, Wisconsin.  I'm just asking for a $10,000 personal loan. Does this kind of thing always happen? How do most personal lenders ask for the costs?
