I have looked through the site but could not find the answer to my question. So here it is, Is Fair Market Value (FMV) the same as After Repair Value (ARV)?

I am new to this. I found a property that I would like to contact the out of state owner and submit an offer. My question is, what is a yellow letter? Any guidance would be greatly appreciated. Thanks in advance. Kenneth.
