Niagara Falls is about as high risk as it gets in this area.  We buy, sell, and manage a ton of units up there but, you really need to be careful on what street you are buying, and you need to do a ton of due diligence on the specific asset... and most importantly you need a risk mitigation technique when it comes to collecting rent.
