Call the lien holder and ask if they have been paid.

Ask an attorney what your state law is concerning

these type of liens.

If they have not been released and there is some

age to the lien, you probably can negotiate a

sizable discount.

If the liens have been placed with a collection agency

you may have to go back to the lien holder because

collection agencies don't usually like to give discounts

as they are paid on a percentage of the amount collected.

You would need to determine whether the collection agency

is collecting on behalf of the lien holder or the agency

bought the lien.

You are in Texas, you need to pull the foreclosure file and check that all lien holders were notified of the sale. If a lien holder can prove they were not notified that lien stays. Chad points out all the possible liens that can survive. Do a title search to see what may be on title.

Have a cut off point that you will not bid above. Emotions can cost you thousands.  Also call the trustee on Monday to verify the taxes have not been redeemed before the sale.

Tie it up with an option.

If a member tries to move in on the deal sell the option to them.

At this point I would consult a lawyer (real estate). Depending on state laws he could file a mechanics lien.

Do they have to be in Toledo?

I believe this is called tax fraud. If it was acceptable method everyone would be doing it.

Check with legal counsel, the stripping was to not allow it to be included in CH 13, yet does it not leave the lien still on title?
