We had two properties in Vegas on airbnb and are currently in escrow for a house in NLV, so out of curiosity i researched about NLV rules and found the exact same thing, only that its apparently coming from unincorporated clark county, not the city of NLV itself. 

The city of Las Vegas is cracking down on illegal airbnb's and charges room tax and yearly business license fees (IF you are lucky enough to get your Special use permit) which makes it hardly worth the extra work that comes with short term rentals. 

If done right in the right location it can still work out pretty well, but it depends a lot on the house. The 3bedroom house downtown would hardly break even with the new rules and fees, while our 2bedroom with pool (which is almost north las vegas, so far from the strip) could basically fetch the mortgage on a single weekend - we attracted a different kind of vegas tourist (the one that has done the strip-hotel thing before and wanted to stay away from it) 

Also keep in mind, it is a lot more work to maintain a great listing, schedule cleaning, communicate with guests, put out fires, pray for good reviews and navigate around the legal cliffs and pitfalls. it can still be very profitable, but i agree with Bill, if the numbers don't work without STR, dont do it, since the rules can change so quickly

For property management - My partner and i were looking for GOOD property management / STR Management in Vegas for a while now, and could not really find what we needed..

Since we have a good network of service contractors / handymen / cleaners we are thinking about putting our own tailor made team together.

To answer your actual question, Las Vegas has different Zones that absolutely prohibit STR, the areas that technically allow it require a business license and a yearly operating license that costs $500. The SUP application process is rather slow and has low approval rates. I live in Las Vegas and own two SFR here, and my Company offers amongst others STR Property-management + Cleaning Services, most of our clients operate without the required license and are at risk, as the City increased the licensing enforcement.
