I think the 2% rule let alone even 1% in CA is very difficult right now, I'm near Modesto and from 2009-2013 you could get 1% plus a little more all day long, but since 2013 prices have steadily increased, rents have come up some as well which is nice, but not to make it equate to 1%. Typical $250K house would rent for $1400-$1500 depending on condition, location, etc...but competing with tons of flippers and entry level buyers for those homes as well.

I have purchased one and am in escrow on 2nd one and bidding on 3rd. I have had access issues as well, but all in all process was OK.

Get a copy of the original report if you can. I had one one time that had one very small "spot" that tested positive and it was about $3000 to initial test, remediation and then re-test for clearance. I also have seen ones where they have to basically strip the entire house...like Mindy suggested. when they test, it is my understanding that they swab all the surfaces.  In California they file a lien w/ the county dept of environmental health so be sure to check with those type of departments to ensure any liens can be cleared w/ the retest.  Good luck
