I am researching a mobile home park and it appears that there is an opportunity to connect the park to city water and city sewer.  Park consists of 66 pads.  Could anyone give me an idea of what the cost would be to connect the park to city water and city sewer?

I am in discussions to purchase a mobile home park and the seller told me he would be open to seller financing.  I asked him what terms he would be looking for and this was his response?  

Probably 41/2-5% with 15 to 20 percent down

Could someone give me some clarity as to what the 41/2-5% means?
