Does anyone have any thoughtful strategies to get tenants to pay utilities?

I am a currency and commodities trader. I have always relied on visual data in the form of time series charts to make decisions about markets. I am interested in charting local real estate market fluctuations and understanding them from the perspective of technical analysis. I'm just wondering if anyone has done this and what metrics they use or specialized software.

I guess making one's own is the only way. 

I'm looking for a calculator that I can use to estimate construction costs using my own price list data. What do others use?
