Lots of silly replies to this, going to try to offer some real advice here.
First off, I didn’t believe in ghosts either until I experienced one. I believe that your tenants are seeing what they chose to see and that something real may be going on, But you didn’t ask for our opinion on that.
From a business perspective you can simply give them their options, the way I see it they have 3:
1. Do nothing and continue living the way they are, 99% of ghosts are non-malicient and will do them no harm
2. Continue living there and take steps to get rid of the ghosts as long as those steps do not involve damaging or altering the property in any way
3. Move out and pay the penalty of cutting their lease off early, maybe offer them their deposit back if they leave the place spotless and also help you find the next tenant?
In the meantime if you are in a ghost-centric town you could potienlly monetize your haunted house! Hope this helps!

@Benny Gelbendorf The roof and gutters would be around $1000 (fix top few rows of brick on chimney, replace pipe boots, split boot on electric meter mast, new gutters & downs, maybe gutter guards on some areas)
The mold I do not know, I would imagine in the $1000 range, but would need an inspection from a mold expert.
I am an exterior contractor and my partner is a handyman/general contractor. We inspected it on site this morning.
Average rent is $550 like the lower one is renting for. I believe the upper smaller unit could go for around $350

It isn’t a great area, but not full war zone. It’s the south east side of Youngstown, OH. Homes sell for $10-22k. The homes selling for $18-22k are ready to rent

Made an offer on a home today...
2 story up/down duplex (2/1 & 1/1), 1670 SF, 1929
Bottom rents for $550, has a tenant who’s been there for 25 years (without a written lease), upstairs is not rented and needs cosmetic work. Total rent should be $800-900/month.
After inspection major issues we found were:
-gutters/downs need replaced, drainage run away from home (water in basement)
-chimney needs tuck point at minimum, bricks falling off
-mold growing in basement (big chunks of white growth along all wood)
-cosmetic work about $2k to upper unit
Seller wanted $14k, we offered $10k due to the amount of work we need to put in. He declined our offer and didn’t counter. Do you think we made the right offer? Should we have given him full asking?
