Rent control varies from town to town. Each town has different rules regarding rent control. Jersey City doesn't have strict rent control rules like NYC or Union City or Hoboken. In Jersey City rent control only applies to older building that are 5 units or more not new construction. Also if a unit is renovated then the rent can be increased by a considerable amount. The state with the highest eviction rate in the country right now is South Carolina. NJ does not have a high eviction rate.
Greenville doesn't have easy transportation to NYC like you find in other areas of Jersey City so it is not a highly sought after area.
