Very unusual. Why wouldn't the contract go to attorney review and just be contingent on getting that certificate? Sounds like they are waiting on a better offer to me. Additionally, I don't know what a foreclosure certificate from the city is... wouldn't you have the deed that shows that the seller owns the property? 

Hi @Mark F., so Union City has an equalization ratio of 36.69%. So the assessments you see on the tax card or online are only 36.69% of what they believe your property value is. 

There's an equalization ratio in every town. What town is it?

I wish I had some good advice, but I’ve run into the same problem a few times and it’s SO frustrating. Try calling the broker of record at their office. That’s the only possibility I can think of. Good luck!

I have 2 recommendations. The first one is Apex, which is not brick and mortar, but they have competitive rates, can close fast, and then have good easy programs to qualify for.  and the second is Lincoln 1st. It's a B&M, more conventional lender, but portfolio so there's more flexibility. I'll PM you contacts for both.

Yes, it's not hard to do, but you do need a lawyer. Under 4 units you are exempt from DCA filing, so it's much smoother.

Totally depends on condition. You can get a house for $150,000 that needs a total rehab, or $600,000 if it's turn key.

I don't know what she means or why it matters what the tax records show. It may just not have been reassessed yet after the improvements. Call the town and ask about permits for sure, but if it was done with permits, the tax records shouldn't matter to you. They'll be updated eventually.
