They do not have keys to the property.

A pay and quit notice just like I would if she were living there? Or is there a different kind of notice? I was hesitant to do it because state law says it should be delivered in person or placed on the property, but since she isn't there, can I mail it in this circumstance?

I don't understand your answer. Her and I have signed the lease and she has paid the security deposit, but now rent is passed due and I am afraid her husband is going to cause issues. I am wondering if what I am doing (see original post for what I did) is legal and if further problems arrise, I can just end the lease before she moves in. 

Anyone had a situation like this that could offer advice or direction?

I was going to give my apartment to a person that could move in on Oct 2nd, but another applicant wanted the apartment really bad and even though she can't move in until the 12th, she agreed to start the lease on the 2nd in order to secure the place.

She later called me and said her husband was taking issue with it. She had signed the lease already, but her husband was wanting it to start when she would be moving in on the 12th (she is a traveling nurse, so it is only her moving in). I explained to her what we had already discussed, that if she wanted the apartment, the lease would have to start on the 2nd or I would give it to the other person that could move in then. She agreed. I talked to her about my fear that her husband would cause problems and she assured me it would be fine.

Fast forward to now, she has not paid the rent. She did pay the security deposit. I am not sure what to do now since she has not moved in yet. I know the process if she was living there, but since she isn't what is the legal way to go about this? I just told her she would not be able to move in until she had paid the balance and gave me verification that the utilities were in her name. But can I do that since the lease started on the 2nd and technically she would have been moved in already? Of course I would have required those things then as well. Can I end the lease agreement since she hasn't moved in yet?

The rental is in Wyoming. She lives out of state.

How would I go about finding my rental owners organization?

I just acquired a 4 plex and I am wondering if I am able to terminate current leases and have tenants sign a new one with my terms? I was looking up the laws and it says there is no statute for that in my state. Does that mean I can do whatever I want? Or is there a federal law pertaining to the sale of a property and leases? I have read that the leases go with the sale of the property, but I really hate one of the leases and I am looking for any loophole I can to change it. Can I make an addendum or something? Her current lease states that she gets $100 off rent to mow the lawn and shovel the walks in the winter, but I don't need that done. I will be living on the premises and will do that myself.

I am also wondering about paying interest on security deposits? It says there is no statute for that either, but I think there is a federal law that states I must pay interest on deposits older than a year? How much interest do I have to pay? I have read a lot on it, but I am getting conflicting information, so I am confused. I have a couple tenants who's leases are up next month and I don't know how much interest I am supposed to give because I don't know how long they have been there. Or do I just go off of when I acquired the deposit? The previous landlords weren't very good at record keeping and it has already been a pain.

Would you mind sharing either some of your offers or how low you went from asking price just as an example? Or maybe just tell me if I'm crazy for going as low as I want to?? 

I'm not even sure what would be fair on this property. I'd like to put around 70k into it, of course I need to take my contractor over there and get an estimate and run the numbers, but I'd like to get the property for around 100k and they are asking 185k, but I don't think it's worth that. I'm not worried about them not accepting or walking away, I guess I just dont want them to look at me like I'm an idiot for offering so low, ha ha. I'd like to know what the norm is.

I have heard that you can get foreclosures relatively cheap or cheaper. I have found one that I like, but I'm not sure what to offer. How low do you go on foreclosures in an attempt to get the best deal?
