Does anyone know if you have to be a licensed contractor in South Carolina to fix and flip a house?  I would be doing the majority of work myself.

I am new to the wholesaling side in South Carolina. I have a few properties that I think could be possible to make an offer on. I am hesitant due to the fact that I don't have a buyer and assignment contract that is specific to SC. I know there is a general one on this site. Has anyone used this in SC?  I just don't want to get burned on a formality. Thanks in advance for your help.

I have found a property that was not sold at auction for the tax year of 2013. Many of the properties from this year have been sold already. If I were to pay the taxes on this would I be entitled to the deed after the one year period (2014)?

I've heard of people getting properties for crazy cheap through unpaid taxes. I have found a few properties on the local county website through the Forfieted Land Commision. Does this mean I can purchase these properties by paying the unpaid taxes?  (I apologize in advance if this is an incredibly uneducated question.).
