Yes, you can refinance in the Netherlands, there are several investment banks (they usually ask for 30% down payment) or you can use crowdfunding platforms.

I like to see properties with a rental income close to the 1% rule which is described on BP and other similar podcasts/books (monthly rent is 0.8%-1% from the property price). They are indeed hard to find especially if you try to source them from Funda, from my experience the network is the best way you can find better deals before the market.

If you find properties that do not cashflow perhaps you can think of a different strategy (eg. short term expat rental, student rental, etc) or a different city/location. I still see many investors getting very good deals even on this hot market.
