If I'm reading your explanation right, the original wholesaler was supposed to pay their portion of the pro-rated taxes, but the taxes were left off or mis-calculated?

If so, I had a similar situation on my house. It was a new build that had sat empty for over a year. The Title company calculated the pro-rated taxes based on the empty lot's value unstead of the actual value of the house. I went to the title company and they said they had calculated them correctly and there isn't anything they can or will do about it. I ended up going to the original owner and requesting payment. The contract stated they would pay their portion of the taxes. However, they declined saying they had already lost enough on the house. So I ended up in small claims court.

Long story short, check your contract. If they were supposed to pay, they gotta pay...

You might check into soda blasting. It is a type of media blasting (sand blasting) that uses baking soda. It is supposed to be very good at removing paint without affecting the underlying structure.
